CAMS Junior Development Program


A partnership between CAMS and Rover Scout Motorsport.

The CAMS Junior Development Program gives Scouts & Venturers the opportunity to drive a motor car.  Scouts can actively participate in learning how to drive a car under the instruction of an experienced observer.

Young people will acquire skills and develop an understanding of safety, car control and responsible vehicle management.  CAMS has developed its Junior Development Program to ensure this experience takes place in a controlled and safe environment.  The program is conducted externally by CAMS and written parental permission is required for people under 18 years of age to participate.

The program is not conducted under the auspices of Scouts Australia, Victorian Branch although RSM do conduct the program on property owned by the Scout Association. CAMS accepts all legal liability while Scouts are actively engaged in the program. 

The program works on the premise that letting young drivers develop an ability to cope with a motor car prior to the civil driving licence minimum age makes them safer public road users.  They will learn driving skills by combining a fun experience with proper supervision and instruction.

New Arrangements for RSM CAMS Junior Development Programs

Rover Scout Motorsport have now introduced a new process and some new requirements for those who wish to run or have run for them a CAMS Junior Development Program.

A new Planning and Hire Document has been produced along with standard Draft Supplementary Regulations, Entry Form and Event Permit.

Organising a JDP

Process for organising a Junior Development Program

Want to run a Junior Development Program at your event? Just follow this simple process. We ask that you allow two months lead time in order to ensure everything is completed.



1. Download the Program Plan & Hire Agreement at the bottom of this page.


2. Forward the completed Documents to the RSM JDP Coordinator either via mail or email - This e-mail address is being protected from spambots. You need JavaScript enabled to view it .


3. The JDP Coordinator will arrange for instructors, Clerk of Course (Person running the Program) and the finer points of the Supplementary Regulations and Entry Form.


4. The JDP Coordinator will confirm all details with the Event Organiser including Vehicle Arrangements, Personnel and Costs.


5. The Supplementary Regulations, Entry Form and Event Permit Application will be forwarded on to the RSM Committee and CAMS for approval.



6. Event Organiser pick up JDP Vehicles (If required). Vehicles are checked over by the JDP Coordinator/Clerk of Course prior to the Progam.
Clerk of Course runs Program with assistance of Instructors.


7. Event Organiser returns JDP vehicles within two (2) weeks of Program.
Clerk of Course submits Event reports to the RSM Committee and CAMS via JDP Coordinator.


8. The JDP Coordinator checks vehicles (as required) and prepares any Final Finanical details.


9. Final report submitted to RSM by JDP Coordinator (and Event Organiser for larger events).
